Acuerpar in Chaos: Collective Security Lessons from Civic Networks in Crisis This Circle will use a real case from the 2025 protests in Lima, Peru as a starting point for discussion, where independent journalists, human rights defenders, community communicators, rescuers, activists, and digital creators coordinated to document events, verify information, protect each other, and sustain information flows under pressure and with limited resources. It will serve as a starting point for participants to compare experiences from different regions and collaboratively identify practical organizational security strategies that can strengthen grassroots networks before the next crisis. ("Acuerpar" is a Latin American concept that goes beyond accompaniment. It refers to collectively showing up, protecting one another, sharing risk, and sustaining communities in moments of crisis. )
Age Verification Systems and Digital Identity Systems: The Collaborations and Strategies (Part 2) This is part 2 of a two part Circle focused on Age Verification and digital Identify Systems

This Circle focuses on age verification, the harm-reduction pathways that civil society and technologists can advance, and how to respond to the narratives of privacy and safety that are often used to justify these systems. Participants will identify opportunities for cross-regional collaboration and co-develop strategies for engaging with the evolving digital identity ecosystem, with attention to both policy advocacy and the design, deployment, and implementation of technical systems.

AMA The Tor Project Meet the team behind the The Tor Project, and ask any questions you may have. This is also a good time to share your work with the Tor team, and let them know the challenges or opportunities you are seeing in your area of the world.
Authoritarian Innovation: AI Safety, Surveillance, and the Politics of Control This circle will use a recently published paper examining how China is building control into generative AI systems as a starting point for discussion. Participants will discuss how AI governance, technical standards, and platform design can embed censorship and surveillance before content is even produced. Participants will compare regional experiences and explore how civil society can respond when "AI safety" and "content security" are used to justify political control.
AI Disinformation in Pre-Election Contexts Across The Global South AI-generated disinformation is becoming a defining feature of election cycles across the Global South, and while policy responses are underway, citizens need ways to stay alert to disinformation that threatens electoral integrity. With Kenya's 2027 general election as a case study, this circle seeks to bring together digital rights defenders, fact-checkers, journalists, and researchers to co-develop practical verification habits that outlast the detection hacks AI keeps outpacing, and to close the gap between existing fact-checking resources and public awareness of them.
Availability Over Confidentiality: Digital Security Lessons from Ukraine's Blackouts During Ukraine's long blackouts, supporting journalists and human rights defenders meant constantly looking for compromises between availability and security. Being able to work at all often came first, but security stayed part of every decision, and the work never stopped—we just had to adapt. This Circle shares real, hands-on lessons on backup power, staying online, and the hard choices teams had to make.
Building Stronger Digital Security Communities: A Conversation Between Moldova, Ukraine and Beyond Civil society organizations across the world are facing increasingly complex digital threats, yet many countries are still developing the local communities and partnerships needed to provide sustainable digital security support. Moldova and Ukraine offer complementary perspectives: Ukraine has built a strong digital security community through years of responding to cyber threats, while Moldova is strengthening collaboration between civil society and digital security practitioners to build local capacity. This Circle will bring together participants to discuss how digital security communities can grow through collaboration, peer learning and cross-border partnerships. Rather than presenting a single model, the discussion will invite participants to compare experiences, identify common challenges and explore practical opportunities for regional and international cooperation.
Care for the Docs! Challenges and Concerns within Digital Security Documentation Community Digital security documentation is core to the community strategies to protect HRDs and at-risk groups under surveillance, threats and attacks. Documentation maintainers now compete with AI-generated content to deliver accurate, reliable, and localized information. What critical topics and attack trends need further documentation? Is the community willing to use AI to streamline maintenance tasks and, if so, how to safeguard content's accuracy?
Celebrate Good Time Come On! Open space to meet and greet, say hello or goodbyes, gather as many stickers and candies as you can. We invite folks to use this time to hang out and connect with each other.
Circumvention Hangout Come by the village to meet others working on circumvention technology or strategies. This is an informal hangout space.
Closing the Loop: Lessons from Sunsetting an Organization Using our own recent decision to sunset the Center for Digital Resilience as a starting point, this circle will look at what goes into sunsetting an organization. How do you decide it’s time? How do you plan for it? Come with your own questions or experiences: this is meant to be as much a conversation as a case study.
Community-Led Digital Infrastructure: How Do We Build It and Sustain It? What does it mean to build digital infrastructure with communities, rather than simply for them? And what does it take to sustain that infrastructure over time? This Circle will use Cinemata -  an open-source, privacy-respecting video platform for social-issue films and independent moving-image work across Asia-Pacific - as a starting point and case study. Participants will exchange lessons and identify emerging principles and practical approaches for building and sustaining community-led infrastructure. Together, we will examine what meaningful community participation and stewardship looks like in practice: Who gets to identify needs and set priorities? What kinds of knowledge and contribution count? How can power and responsibility be genuinely shared? And how can infrastructure remain resilient and sustainable without concentrating the burden on a small team or simply shifting it to the community.
Deeply Rooted: Co-Creative and Relational Practices for Safeguarding (Digital) Cultural and Natural Heritage Cultural and natural heritage are under threat from a convergence of crises, and the digital governance frameworks meant to safeguard them often replicate the same extraction and erasure they claim to prevent. This Circle invites participants to co-build a living set of relational governance principles, material that will directly shape an open-access zine on safeguarding digital cultural heritage, currently being developed through an ongoing cross-sectoral collaboration.
Do You Sleep at Night? How to Not Wear Out Your Sysadmin Runing infrastrucure is not easy. There can be hardware or power issue and your application is offline. Or there can be a failed software upgrade and your application is offline. There can be a storm and the WiFi antenna of your mesh network is collapsed. The neighbor complaining they can not access Instagram. End users often quickly get frustrated—building pressure on sysadmins and operators. How to find balance, how to set the right expectations for end-users.
Feminist Meetup: Analyzing Digital Violence Against Women in Mesoamerica This meetup brings together both those working on, or interested in, learning about the Feminist Holistic Protection strategies that women human rights defenders in Mesoamerica are developing to respond to digital violence. This includes women human rights defenders from Mexico, Guatemala, El Salvador, Honduras, and Nicaragua. Whether you are actively working on this problem, or want to learn more, join this meetup to learn more and help us figure out a path forward.
Fighting Back Surveillance - A US Perspective The purpose of this Circle is to bring together U.S. surveillance experts who have been on the front lines of combatting the proliferation of spyware and individuals from around the world who are concerned with spyware use in their home countries. The discussion will center on how advocates in the U.S. have found traction with U.S. policymakers on spyware, where we have fallen short, and how together we can use U.S. policy levers to stop this dangerous technology.  The circle will offer an understanding of how U.S. groups are effectively resisting spyware and where opportunities may exist and of what global activists are experiencing on the front lines insofar as it impacts policy efforts
Games for Digital Rights & Security Education Calling all practitioners and enthusiasts for interactive and play-based education! In this circle, we'll exchange ideas and lessons learned in creating and facilitating educational games. You're welcome whether you have created your own games, designed creative training tactics, or are just interested in how to elevate digital literacy and raise awareness in fun activities.
Hands off my Stuff! Tactics and Strategies Against Physical Device Searches An open discussion about the latest tactics and strategies to protect our devices and the data they hold against physical searches. We'll discuss tools, good practices, and threat models like border searches, lost/stolen devices, abusive domestic situations, etc.
How to Build FLOSS in Late Stage Capitalism? Big tech, funding opportunities shifting to AI and defense, vibe coding, deterioration of workers rights...how do we adapt to build the technology we need in this context?
How to Design and Build a Digital Security Concept Map How do you measure the success of your training efforts? And how do you know what needs to change in order to see success? The digital security training team at Freedom of the Press Foundation is working to answer these questions through the development of a concept map (doubling as a knowledge base) that will help us test the efficacy of our materials while also seamlessly onboarding new trainers. Come see!
How to Support Youth-Led Digital Safety for Women and Girls in Guatemala and Central American Participants will explore how different stakeholders can better support women and young people facing online gender-based violence in Guatemala and Central America. Using case studies and lessons learned as a starting point, participants will discuss practical ways to strengthen community-led digital safety initiatives.
Intergenerational Conversation: Resisting Digital Authoritarianism Across Contexts In this Circle, participants will explore how state-sponsored and tech-driven authoritarianism impacts different communities through shared experiences of digital surveillance, harassment, and censorship. We will intentionally bring an intergenerational lens, looking at how tech threats target different age groups, and how youth-led digital tactics can blend with seasoned organizing experience to build stronger collective defenses. Rather than focusing solely on regional differences, participants will identify common patterns and exchange community-led strategies that defenders can immediately adapt to their local realities.
Learnings From How Organizations Are Using Secure Messaging Apps and What's Still Missing In the last few months, we have been collecting information on how organizations are using secure messaging apps, and what's missing. We would love to share our findings, and provide folks with an opportunity to share their feedback on what we collected. These learnings will be shared with the wider community, and also contribute to improving apps like Air, which is currently being developed by Phoenix R&D, one of the co-facilitators of this circle.
Let's Play DEZINE - A Witchy Design Thinking Card Game (Kumquat) DEZINE is a card game that puts a real person at the centre of a design conversation instead of a feature list. Teams of three or four draw a persona (a journalist publishing through a blackout, an organiser whose phone will be searched at a checkpoint), each player picks an tarot-like archetype to think through (Builder, Adversary, Keeper, Steward, Explorer), and then a wildcard that introduces real world challenges (for example, assume your device will be seized at checkpoints). During this meetup groups will design, stress-test, and pitch ideas for the people our tools usually miss—designing from a human centered lens!
Mapping the Militarisation of Tech The battlefield is coming to our towns and cities, as technologies that we rely on every day are militarised. In turn, civilian technologies driven by our data and our lives, are moving onto the battlefield. The very same companies who build tools of war are expanding to deliver civilian infrastructure, and vice versa. We are being pushed into a militarised future we don't want. This circle will explore strategies to counter the narrative that data-intensive military tech will lead to better protection for civilians, by highlighting the risks to our rights to privacy, data protection, and freedom of expression.
Psychosocial Support to Victims of Spyware A dialogue between organizations working on digital protection and responses to spyware and digital attacks, and those providing psychosocial support. The conversation will explore where these fields intersect and identify synergies for more holistic responses to people affected by surveillance, spyware and other digital attacks across different contexts."
Secure Comms: What’s Working, What’s Missing? Got a secure comms challenge? Bring it. Maybe your messenger is missing something you need, your colleagues are struggling to adopt a secure tool, or you’re facing a problem no existing tool quite solves. Together, we'll brainstorm creative solutions, and uncover what’s still missing from secure comms today.
Secure and Private Design and User Research for Human Rights Tech Meetup This Circle brings together design and research practitioners to discuss the state of user centered design and user research in the human rights technology and support/training space. Participants will define, discuss, debate and ideate what good and great looks like for users and beneficiaries of human rights technology as heard by designers, user researchers and digital security trainers that work directly with them.
Spyware and AI Researchers Salon (part 2) Strategies and solidarity This is part 2 of the Spyware and AI Researchers Salon. This Circle will focus on discussing practical strategies for responding to the evolving intersection of spyware and artificial intelligence. Addtionally, participants will identify areas where researchers and communities can support one another. Together, we’ll consider what is needed to better understand, investigate, and respond to emerging AI-related developments in the spyware landscape.
Support Needed: Safe Practices for Community Archiving of Disappeared Migrants in the Mediterranean Come share your feedback and best tips in digital archiving and safe practices to empower diverse migrant groups in different parts of the Mediterranean to archive their migration journey. This Circle will directly help advance a community archiving hub, currently in production, designed to help these migrant communities reclaim a sense of ownership over their history and stories, while ensuring their safety and wellbeing. It would be lovely to hear lessons learned from archiving projects in different regions as well.
The Beginning: Addressing Common Challenges to Establishing Your Own Digitally Sovereign Tech Stack/Infrastructure in Low Resourced Environments In this Circle, participants will discuss common challenges to establishing and maintaining their own digital sovereign tech stack/infrastructure in low resourced environments—the collection of software applications, platforms, and tools needed to run your organization, network, or project. Together, we’ll explore practical solutions for overcoming these challenges, whether you’re just getting started or looking to strengthen infrastructure you already have in place. Come with your questions, learn about common pitfalls, and hear practical approaches and tools.
Tooling up - Partnership and Alliances This meet-up brings together interested organisations and individuals from previous sessions and talks to discuss together how to strenghten and support community-centred connectivity and local services as an eco-system approach.
What Does a Win Look Like in Our Ecosystem? In resource-constrained, high-pressure environments, and our present day doom and gloom narrative, communities that don't pause, reflect on their progress and celebrate their wins are more prone to burn out. This Circle brings participants together to define, share, and circulate what a "win" looks like in the Digital Rights and Tech Justice community—across regions, contexts, and scales. In preparation for the circle, we will gather stories from partners and members of the community, explore their main elements and invite participants. Participants will collaborate with a guide to recognize 'wins' and contribute to guidelines on how to tell these stories. The circle will also have, as a result, different narrative strategies that can help participants describe their work differently and potentially refine the goals of certain projects.
Your Email, Delivered! Lets start a Discussion on Email Compliance and Deliverability Newsletters, campaign updates, and calls to action—many individuals and organizations in the digital rights space need their email delivered in order to reach their goals. There are many-technical and non-technical-mechanisms that affect the "deliverability" of your email. We'll discuss non-technical strategies and explain what SPF, DKIM, DMARC, BIMI, TLS-RTP, and MTA-STS can do for non-profits, activists, freelancers and solopreneurs. Access to some of these technologies is prohibitively expensive. Can we count on your support to advocate for cheaper access to the most cutting edge email standards?

Internet infrastructure is getting more complex on a yearly basis, and although we are promoters of self-hosting, it is not always a viable option. Was it possible 10 years ago to run your own mail server, nowadays dealing with block lists, allow lists and spam has become a science in itself. In this fantasy game scenario, participants are part of a team investigating a hyper-automated manufacturing facility that operates 24/7 with zero human intervention. This factory eliminates all human-centric infrastructure, and is powered only by robotics, IoT networks, and other unseen creatures...what could possibly go wrong? This session is for anyone making decisions, spearheading processes, or participating in discussions about tech implementation at their workplace. This game scenario is a tool to help facilitate these conversations. This is an opportunity to learn basic tabletop role-playing game mechanics similar to Dungeons & Dragons. Each participant will receive guides and other materials to facilitate their own version of this game scenario. Internet Archives - Preservation of Memories Nois Radio Disoñar stems from the union of dreaming and building. This project invites us to walk and listen as we dream. Through a chaza radio setup, participants explore how to resist self-censorship, challenge harmful algorithms, and reflect on the impact of AI and other technologies on safety, memory, and intergenerational care. The project seeks to imagine hopeful futures through collective listening, digital collages, and shared experiences grounded in care.

The chaza radio-a body-mounted tray device inspired by street vendors-invites us to listen to our surroundings through recorders, microphones, and a shortwave FM transmitter. Along this journey, we discuss how to reclaim the internet by developing strategies to move beyond self-censorship, hack algorithms, and respond to the challenges of preserving memories in a world increasingly mediated by new and emerging technologies, including artificial intelligence.

Lantern Lantern by Brave New Software Project, Inc, Unbounded, Lantern Github Lantern is an open-source censorship circumvention tool with over 250 million downloads, built by Brave New Software Project - a U.S.-based nonprofit. During Iran's Women, Life, Freedom movement in 2022, Lantern served 10 million users monthly and carried up to 13% of the country's internet traffic. Come see how Lantern works across its two audiences - people in censored regions who depend on it to stay online, and users anywhere who want a nonprofit VPN and a direct way to help others get connected through Unbounded, our open-source peer-to-peer proxy network.
Nasnet Panel: Building a Digital Infrastructure that Can't Be Shut Down Holistic Resilience, NASNET Connect Authoritarian governments, including Iran, use centralized internet infrastructure to censor information, surveil citizens, throttle access, and impose nationwide shutdowns. Low Earth Orbit satellite internet such as Starlink can provide an uncensored connection outside state control, but its impact is limited by high costs, deployment risks, and the fact that a single terminal typically serves only one location. Without a secure way to share that connection, nearby communities can remain offline.

Most circumvention tools also depend on centralized or external infrastructure that can be blocked during shutdowns. While peer-to-peer approaches are more resilient, they often lack the adoption and usability required in real-world repressive environments. This project addresses that gap by building and deploying the NasNet Panel: a user-friendly, source-agnostic connectivity platform that enables autonomous connections, including satellite internet, to be securely shared across communities before, during, and after shutdowns.

Palestine Booth Independent As we approach three years into the US-Israeli genocide of Palestinians in Gaza and across Palestine, and as we witness Western powers' unconditional material support for it, we want to make use of the space we have to hold conversations on how to understand this genocide, and 78 years of ethnic cleansing and occupation, how it intersects deeply with our spaces, and how we—as digital rights activists, academics, educators, researchers, technologists, human rights defenders, and journalists—can and should shape our work to engage meaningfully in this topic. We will also use the space to honor the lives of our martyrs, raise funds for our contacts in Gaza, and host sessions to inspire conversations about solidarity. We will intersect this cause with other contexts of digital military warfare and exploitation as a space to learn, be in solidarity, and imagine what resistance against tech-assisted imperialism can look like.

Reclaim Media Sovereignty and Safeguard Evidence with Save by OpenArchive OpenArchive We will demo our open-source app Save, which safeguards people and their evidence from censorship, surveillance, and data loss by enabling them to securely archive, verify, and encrypt (save) media to Nextcloud, the Internet Archive, and our novel P2P DWeb backend. We will also share how our human rights-centered research and development methodology ensures they are contextually resilient in the face of surveillance, shutdowns, and phone confiscation or loss by including front-line communities in every stage of the processes. Alongside our group sound bath proposal, participants may also sign up for a 10 to 15 minute self-guided singing bowl session, using a 32cm bowl to explore resonance, grounding, and quiet reflection.
Shout Messages - An Encrypted SMS Solution for Internet Outages Collaborative Futures | Gisa Group Shout Messages is an Android app for internet-shutdown and surveillance circumvention that uses encrypted SMS to send images and text, helping journalists and HRDs in low-connectivity or shutdown contexts share reports and photos of abuses.

This booth showcases two complementary open knowledge resources developed by JOSA to support research, advocacy, and response efforts around Technology-Facilitated Gender-Based Violence (TF GBV).

Participants will explore the TF GBV English-Arabic Glossary, a standardized bilingual reference designed to improve understanding and consistency of TF GBV terminology across Arabic and English. The glossary supports researchers, journalists, civil society organizations, service providers, and other practitioners working on prevention, protection, and response efforts. Alongside the glossary, attendees can discover the TF GBV Knowledge Hub, a curated, searchable repository of research papers, reports, policy documents, guides, and other resources from Jordan, the SWANA region, and beyond. The Knowledge Hub aims to make TF GBV knowledge more accessible while supporting evidence-based research, collaboration, and informed action. Participants will have the opportunity to explore both resources and their practical applications in their work and interventions, and learn about JOSA's broader work on digital rights, online safety, and TF GBV. They'll also receive supporting materials, including glossary handouts, informational leaflets, and stickers.

Unpacking wireless tech with the FADe Project FADe Project We want to bring interactive demos and resources to illustrate how many everyday technologies work and to explain their privacy and security implications. The final list of technologies to showcase is still in development; however, our aim is to include cellular networks, wifi, and Bluetooth as a minimum.
