Digital Crossroads: EU Rules, Regional Realities	Digital Security Lab Ukraine	The Village focuses on "the "Brussels effect" of novel digital decade acts (platform regulation, AI governance, Anti-SLAPP legislation) and its extensive impact on the communities in Eastern Europe, Central Asia and Balkans. Throughout the activities within this event, we will explore the practical challenges and opportunities connected to enhanced regulation of the digital environment and digital tools within the EU legal order. We are particularly interested in discussing the recent increase in SLAPPs and possible channels to tackle this problem both within and outside the EU (particularly, within the countries with a candidate status). Although the Village maintains the regional focus we are strongly encouraging participants from other regions to join us, share experience and insights, as well as learn from the amazing experts invited to speak throughout the event.
Open Measurement Gathering (OMG) Village	Censored Planet, IODA, M-Lab and OONI	Step into the OMG Village to connect with OONI, IODA, M-Lab, and Censored Planet, and discover the latest tools for tracking internet censorship. It’s a space to learn, share experiences, and shape the future of open measurement.
Queer Rights Village	Global Gathering Attendee Coalition	The Queer Rights booth will provide space for LGBGTQI+ attendees to this year’s Global Gathering. We have a welcome circle on day 2, and space for more circles on Day 3- tell us your ideas! This space is an intersectional queer feminist space that embraces emotion and embodiment and is meant to be explicitly decolonial, antiracist, and transfeminist. We encourage new people to stop by, and allies with a lot of experience in digital rights to make themselves available to our new community members.
Regional Conversations A & B	Global Gathering Attendee Coalition	The Regional Conversations Villages (A & B) provide dedicated spaces for participants to connect around shared regional contexts. They are hubs for exchanging experiences, exploring cross-border challenges, and identifying opportunities for collaboration.

Building Environmental Justice with Community Tech: From Research to Collective Action	Participants will build on findings from autonomous technological infrastructures and environmental sustainability participatory research, and discuss next steps in building alliances between groups. This includes both environmental justice and digital rights movements. Additionally, conversations will focus on identifying collective strategies to transform collected knowledge into concrete actions. The end result of the Circle is the start of a collaborative network that centers environmental justice in community technological infrastructures.
Colaboremos Midiendo y Resistiendo Bloqueos y Cortes de Internet en Latinoamérica	SP: A medida que crecen la censura y los cortes de internet en América Latina, activistas y organizaciones tenemos una oportunidad urgente de colaborar. Este Círculo será un espacio abierto para mejorar la colaboración y construir formas de compartir conocimientos técnicos, metodologías y recursos que mejoren la medición y fortalezcan el advocacy para enfrentar la censura y los cortes de internet en la región. PT: À medida que a censura e os cortes de internet aumentam na América Latina, ativistas e organizações têm uma oportunidade urgente de colaborar. Este Círculo é um espaço aberto para melhorar a colaboração e construir formas de compartilhar conhecimentos técnicos, metodologias e recursos para aprimorar a medição e fortalecer a incidência contra a censura e os cortes de internet na região.
Digital Rights, Narrative Change and Reproductive Justice	Join this mutual learning space and collaborative conversation to discuss how to defend abortion rights in the face of a changing digital world. Together, participants will share lived experiences, spotlight grassroots resistance, and explore emerging strategies. Participants will also explore tools, from secure communication strategies to open-source tools and cross-platform advocacy. Additionally, time will be provided for participants to seek guidance on problems they may be facing.
Digital Security in LATAM for Small Organizations	Many of the methodologies, risk mapping and approaches to digital security - even from civil society (such as SAFETAG) - are adapted and work for medium and large organizations. Participants will explore the risks and digital protection strategies that have been implemented in Colombia, Costa Rica or other Latin American countries for small organizations and isolated individuals.
Digital Security in Real Life: Journalists Talk Back	We’ve all been to similar digital security trainings, know the checklists and “must-use” tools, but what actually sticks when deadlines are tight and risks are high? This gathering is a space for journalists to cut through the noise and talk honestly about the security practices that fit real life. Together we’ll swap stories about what hasn’t worked, share the strategies and tools we really rely on, and compare hacks and habits that make sense in our contexts. It’s a chance to learn from each other, discover practical ideas you can take back to your work, and connect with colleagues facing the same challenges.
Feminist Care Infrastructure: How Does It Look Like?	Despite care being central to our values, we continue to struggle with its practical application.This Circle invites us to critically unpack our understandings and practices of care-especially in times of global crisis as we are going through it right now-and to co-create shared frameworks that embed care into the heart of our communities, organizations, and collectives. Together, we will explore how to formalize care without stripping it of its relational and context-specific nature.
Forensics for all. Democratizing Digital Rorensics for Accountability in the Global Majority through Collective Action	Consent-based digital forensics are the foundation of multiple efforts that seek accountability for the targeted digital surveillance civil society faces across the Global Majority. When digital forensics is combined with incident response procedures, there is a greater chance of understanding threats and preventing harm. In this Circle, Global Majority labs and their partners will facilitate a discussion around the challenges and resources needed to strengthen forensic capacities and skills of the South. Participants will also map pathways to improve a collaborative flagship initiative developed by multiple threats labs and organizations, which serves as a documentation repository to boost consented forensics on civil society (check it out here: forensics.socialtic.org). All are invited including practitioners, forensic experts, members of helplines, threat labs, digital safety trainers.
How to Investigate Surveillance Technologies? Methods and Challenges from South America	Drawing on the results of a long-term investigation in South America on surveillance technologies, participants will discuss research strategies and methods used by civil society organizations and researchers to expose a market that is both vast and opaque. The goal of this Circle is to share concrete experiences that can help build more collaborative, effective approaches. Some tactics that will be covered include: tracing supply chains to identify manufacturers and distributors; searching public procurement platforms for contracting agreements; verifying and analyzing leaked documents; filing freedom of information requests; consulting international trade databases; and applying more technical tactics, including forensic analysis of devices, software security assessments, tracking malicious infrastructure, and monitoring network traffic for suspicious indicators.
How We Investigate: Uncovering Digital Surveillance	Journalists and civil society researchers will come together to discuss and investigate the use and procurement of digital surveillance. Participants can connect, share their work, and exchange investigative tactics and strategies. Given the public nature of this event, we encourage participants to share only what they feel comfortable disclosing.
Knocking on EU’s Door: DSA and EU Candidate Countries	Participants will discuss the role of local civil society in implementing and enforcing the EU Digital Services Act (DSA) across EU Candidate States, and the potential overlooked challenges in adapting local legal frameworks to DSA-type laws. EU Candidate States are heavily affected by online platforms—particularly by their failure to curb harmful activity that deepens social divisions. The often-not-so-pro-democratic governments are drawn to the EU DSA model, as they design their own platform governance frameworks, reinforced by the European Commission’s push to include the DSA into implementation agendas. In some contexts, its adoption might help mitigate the risks stemming from the growing influence of entities such as Russia and China. However, in other countries, tools equipping states with additional machinery might result in additional harm to the already endangered voices of independent media and human rights defenders. This Circle will examine these tensions, explore potential safeguards, and work toward common understandings of how civil society can play a constructive role.
Reimagining Financial Futures for Digital Rights	Participants will explore how the current financial system shapes both possibilities and limitations for funding. Through guided collective inquiry and speculative ideation, participants will examine structural barriers, map dependencies, and reflect on the governance of financial flows. Rather than offering ready-made solutions, the Circle creates space for imagining new funding architectures - grounded in solidarity, care, and resistance t- could support more just and resilient futures. This is an exploratory phase for developing a shared language, identifying questions, and exploring potential directions for building alternative financial realities.
Threads of Solidarity: Connecting through Palestinian Tatreez	Get a hands-on training to begin stitching one simple Palestinian tatreez (embroidery) motif.Through a meditative embroidery exercise, participants will hear few powerful stories of stitched encryption, the land, and resistance. There are only enough supplies for approximately 20 people, but all are welcome to join and listen in to the storytelling.
Media vs. Censors: Sharing Expertise	This Circle focuses on facilitating exchange among media and publishers of all sizes who are trying to bring their content to autocracies, either in their own country from exile, or on the international stage. Questions covered include: What impact do these conditions have on editorial work?; What do shutdowns mean for distribution, and how do communicators and recipients deal with them?; What learnings from the past can help our future goals?
Navigating Anonymity and Truth	Anonymity is often a methodology used in creative outputs, or as a safety measure that allows expression while preventing detection and outing. Participants will share how they use anonymity in their work; what makes particular "anonymous" content more trustworthy; and what are its potential and limits in the current context of increased surveillance, disinformation, automation and militarization. Participants will also discuss anonymity impacts our relationship with truth and political organizing.
Regional Digital Rights Alliances: Lessons & Collaboration	This Circle is an invitation for thinkers and participants from across the globe to discuss lessons learnt building alliances, and create a space of mutual learning around this topic. Every region has been facing digital rights challenges and creating it's own impact stories, building collectives and alliances to raise awareness and advocate for citizen's digital rights. During the discussion participants will map the main digital trends and challenges they are facing in their respective regions. The goal of the Circle is to create a network of connected defenders that can continue to share communications with each other around the collective issues they are experiencing.
Solidarity Economies: Shaping Community Infrastructure for Resourcing	Solidarity economies have long histories, and speak about sharing of resources, accountability and power. How might we take lessons and inspiration from solidarity economies in practice, in different spaces, time and containers to reshape how we currently organise in the interconnected fields of digital rights, tech & social justice? Can we think of different ways to imagine resources, how they flow, and the kind of community infrastructure we might need for this way of funding our organizing and activism? Part proposition, part speculation, this session invites engagement to these questions grounded in a potential idea for alternative resourcing. This is part two of a two part session to hold space  for collective intelligence and imagination on meeting the current resourcing moment as interconnected actors in shared ecosystems and movements.
The State of Digital Security Practitioners in Eastern Europe: Surviving the Funding Crisis as a Community	According to a March 2025 assessment across six EU Eastern Partnership countries, half of surveyed digital security practitioners reported that their organizations or projects had lost more than 75% of resources due to USG funding cuts. Sixty percent said they expected to continue their work for no more than six months, with 40% limited to just three months of operations. These findings—due to be updated in August—illustrate the severity of the funding crisis. This Circle will bring together participants from Eastern Europe and the South Caucasus to share how the crisis is affecting their communities, and to explore strategies and tactics for sustaining critical support to at-risk civil society in the region. Participants will also discuss recommendations for funders and partners, as well as the overall state of the digital security sector.
Meta's Shifting Moderation Model: Rethinking Trusted Partner Escalations	This Circle will focus on Meta's evolving policy and enforcement architecture, explore the emerging gaps it creates, and examine how the role of trusted partners is being redefined-sometimes without clarity, consistency, or sufficient capacity. Meta is undergoing a fundamental shift in its content moderation strategy. With the rollback of automatic filtering systems-especially on politically sensitive content-there's an increasing reliance on post-hoc moderation and human escalation pathways. This shift re-centers the importance of trusted partner escalation channels, particularly for high-risk regions where content takedowns can mean the erasure of vital human rights documentation and community voices.
With Love from Brussels: Global Impact of the EU Tech Regulations	The so-called “Brussels effect” may be the subject of jokes, but its impact is undeniable: states worldwide are increasingly modeling their technology regulatory systems on EU laws. From data protection and online platforms to AI service providers and media, the EU’s regulatory reach has become a global reference point. For businesses, it offers a unified compliance framework; for states, it often serves as a convenient shortcut. But is this really the best path forward? Participants will map the problematic aspects connected to the Brussels effect and, in particular, discuss what civil society can do when: (i) EU acts are irrelevant for the local contexts but the state is under obligation to implement them, (ii) the state does not have access to the EU instruments and bodies upon which the enforcement of the tech regulations is dependent, (iii) the state is unwilling to implement the standards shielding behind the arguments of “empowering the local markets”.
Archiving Against Erasure: Hands-On Tools for Preserving Public Data under Authoritarian Regimes via Blockchain Technologies	Join us for a discussion about the disappearance of public records in authoritarian contexts - using real-world examples from Hong Kong and China. This circle aims to equip participants-researchers, activists, journalists, and concerned citizens-with practical skills to archive and back up disappearing public records, introduce decentralized and censorship-resistant blockchain-related tools for long-term preservation of at-risk data, and foster collaboration and exchange on digital resilience strategies, while gathering feedback on ongoing archival projects in Hong Kong and China. This is a space for collective discussion, networking, and collaboration. All are welcome - no technical background required. Palestine Booth	Solidarity Network of Palestinians and Allies	The US-Israeli genocide of Palestinians in Gaza and across Palestine is approaching its second year, and we are witnessing Western powers' unconditional support for it. This booth will provide space to hold conversations on how to understand the genocide; 77 years of ethnic cleansing and occupation; and how it intersects deeply with our spaces. Most importantly, how we as digital rights activists can and should shape our work to engage meaningfully in this topic. This space will also be used to honor the lives of Palestinian martyrs, and raise funds for trusted partners in Gaza. Additionally, Tatreez (embroidery) sessions will be hosted to inspire conversations about solidarity through collective weaving. This space will also attempt to intersect this cause with other contexts of digital military warfare, and through solidarity, imagine what resistance against tech-assisted imperialism can look like.

The RESIDENT team provides digital security support to CSOs and independent media, constantly adapting formats to meet real needs - from evolving audits and long-term support for high-risk groups to rapid response, educational activities, and awareness events. Stop by their booth to learn about Quick RESIDENT, an intensive engagement (“raid”) combining: 1) a rapid digital security assessment (~10% of the time), 2) immediate implementation of selected security measures (~90% of the time—configuring Google Workspaces, accounts, messengers, laptops, smartphones, etc.), and sometimes an educational activity. They also want to hear from participants on what formats of core digisec assistance are being used in different regions, and how they are evolving.
