Anti-SLAPP Directive beyond EU borders Over the past two years, Eastern Europe and Central Asia have seen a troubling rise in Strategic Lawsuits Against Public Participation (SLAPPs). This Circle brings together a) experts working on domestic anti-SLAPP legislation and supporting mechanisms for victims, b) individuals facing SLAPP cases. Participants will exchange experiences, best practices, and concerns. The discussion will also address whether existing instruments are effective measures to combat SLAPP and if they should be expanded to other jurisdictions. Also if a global standard is needed and what it should look like (e.g., expanding to criminal cases, covering all types of actors, etc). Notably, while international organisations have developed legal instruments to safeguard the victims of abusive court proceedings, they are largely inapplicable beyond the EU borders (Anti-SLAPP Directive) or have a recommendatory nature (the Council of Europe Anti-SLAPP Recommendation).
Commercial Spyware and Other Intrusion Capabilities: Integrating Civil Society Voices in the Pall Mall Process This Circle will aim at discussing how States can better incorporate diverse civil society voices in the Pall Mall Process to foster industry commitments to tackle the proliferation and irresponsible use of commercial cyber intrusion capabilities (CCICs), including commercial spyware. It will discuss how civil society can engage with States to ensure they take meaningful action against irresponsible CCIC companies, such as via the integration of human rights due diligence in their practices. The discussion will also look at identifying the most promising levers to drive change across the cyber intrusion market, including but not limited to investor engagement.
Jeopardy! Are You My Measurement Tool? Have you ever experienced an Internet shutdown or censorship event, but then didn’t know which open Internet measurement tool to turn to? Join the Open Measurement Gathering groups (Censored Planet, IODA, M-Lab and OONI) in a game of jeopardy designed to help guide you through which Internet measurement tool you need. This circle aims to build the capacity of the Internet Freedom community to understand when to use what measurement tool to monitor and report on internet shutdowns and censorship events. We will start with a review of when to use which tool followed by a live game show that tests and further builds knowledge, culminating and sweet rewards! Following Global Gathering, the OMG groups will release a public guide on which internet measurement datasets to refer to depending on the type of internet shutdown or censorship event you’re investigating.

Bridging Borders: Building Resilience Against Cross-Border Cyber Threats Meet other security practitioners and discuss how cross-border cyberattacks and data breaches are impacting CSOs, as cybercriminal groups exploit regional vulnerabilities, such as weak cybersecurity policies and inconsistent threat monitoring, to launch sophisticated multi-jurisdictional attacks that range from ransomware campaigns to state-sponsored espionage. Participants will also discuss building regional alliances to improve real-time intelligence sharing, coordinate incident response and, ideally, develop harmonized cybersecurity frameworks - ensuring that our defenses are as interconnected as the threats we face.
Brainstorm on Alternative Funding Models (part 1) This is part 1 of a two part Circle series As our field faces a historic funding crisis, many of us are asking "what now?" We all are looking for alternative funding, but how do we organize for that? How do we prepare our organization to become more agile on fundraising? Mirror Maze: Non-Standard Solutions in the Area of Web Content Mirroring Mirroring technology and website mirroring is one of the oldest tricks in the anti-censorship book. But when proxy servers and virtual private networks allowed visitors to evade censorship by technical means, website mirroring fell out of grace for much of a decade. In the last three years, website mirrors and mirroring technology has seen a bit of a revival now that the most sophisticated of censors - China, Russia, Iran, others - are consistently blocking VPN-based traffic. As part of this discussion, we want to present new ways of using mirrors, including solutions based on client-side JavaScript libraries that combine mirrors from different providers to increase the accessibility of web content, as well as those that use RSS and other delivery technologies for content mirroring. We also look forward to community participation in cataloging and reviewing new, non-standard solutions in the field of domain and web content mirroring.

Human Constanta Human Constanta Human Constanta is a human rights organization, working in three main areas: protection of the rights of foreign citizens and stateless persons, promotion anti-discrimination, and digital freedoms and rights through advocacy, analytics, and education. Human Constanta has been on the frontline of mainstreaming and defending digital rights in Belarus since 2016, organizing Internet Governance Forum and Privacy Day in Belarus, gathering a community of digital rights enthusiasts, monitoring Internet shutdowns at the height of the 2020 protests, producing research on emerging digital rights and cybersecurity topics.

Numun Fund Numun Fund Numun Fund is the first dedicated fund for feminist tech in, and for the Larger Majority World. They seed and sustain feminist technology infrastructure for movement organising, and understand digital technologies to be an important part of movement infrastructure. They will be setting up an interactive, hang out space for feminist tech activists and allies to get to know and learn from each other, imagine and co-conspire on how we can organise around feminist tech - in the spirit and politics of play. Palestine Booth Solidarity Network of Palestinians and Allies The US-Israeli genocide of Palestinians in Gaza and across Palestine is approaching its second year, and we are witnessing Western powers' unconditional support for it. This booth will provide space to hold conversations on how to understand the genocide; 77 years of ethnic cleansing and occupation; and how it intersects deeply with our spaces. Most importantly, how we as digital rights activists can and should shape our work to engage meaningfully in this topic. This space will also be used to honor the lives of Palestinian martyrs, and raise funds for trusted partners in Gaza. Additionally, Tatreez (embroidery) sessions will be hosted to inspire conversations about solidarity through collective weaving. This space will also attempt to intersect this cause with other contexts of digital military warfare, and through solidarity, imagine what resistance against tech-assisted imperialism can look like.
Qubes OS Qubes OS Qubes OS is a secure operating system for laptop and desktop computers, created with reasonable security in mind: provide a secure environment, but also allow users to use all the applications and tools they need in their lives and work. In this booth, I will be showcasing Qubes OS, providing a test laptop for people to try it out, and a place to discuss how Qubes OS can help with providing a resilient, secure digital environment.

ReCIPE Project

ReCIPE (ReCentering the Civic Internet through Partner Engagement) is a three-year, multi-country project led by Oxfam and co-funded by the EU to amplify the voices of Global South civil society organizations on digital rights. The project is being implemented in Bolivia, Cambodia, El Salvador, Kenya, Palestine, Senegal, Somalia, Tunisia, Uganda, and Vietnam. Visit their booth to learn about ongoing activities and research on threats facing vulnerable communities, and analysis of key digital rights laws and policies, including privacy and data protection frameworks. You can also view awareness-raising and capacity-building materials designed for diverse audiences, such as women, youth, platform workers, and journalists.
